Board Members

Board of Education members are elected from the School District at large and serve four-year terms of office.



Board President Abigail Rosales-Medina

Board President - Abigail Rosales Medina

Ms. Abigail Rosales-Medina was elected to the Board in November 2013. Abigail has a long track record of involvement in District schools, starting when her oldest son was in
preschool and continuing today with leadership roles in a variety of parent and civic groups.

Abigail has served on a diverse list of District committees. In addition, she served on the Strategic Planning Team that drafted the District’s Community Engagement Plan.

Ms. Rosales-Medina strongly supports efforts to empower all parents to become more involved in the education of their children. Her goals include in-creasing the number of District students who graduate from high school prepared to attend a college or university.

Ms. Rosales-Medina enjoys helping her children, Monique, Alex, Samuel, Yarlette, and Christian, excel in school




Board Vice President Gwen RodgersBoard Vice President - Gwendolyn Rodgers

Gwen Dowdy-Rodgers is a lifetime resident of San Bernardino, a wife, and mother, and graduate of San Bernardino High School.

She has a Bachelor's of Science in Social Work and a Master in Human Resources Management & Management and a twenty year background in finance management. Gwen is currently employed with EMQ Families First as community development specialist civic/governmental relations where she advocate on behalf of foster youth. She is also the founder of Young Women's Empowerment Foundation (YWE).

Gwen is a community leader and parent advocate championing hope as a Hope Maker
and embraces SBCUSD's community engagement plan strategy High Expectations for All.

As a parent advocate she is an active volunteer on numerous state board such as the California Department of Education welcoming environment taskforce and is on several SBCUSD's committees such as grading policy, A-G Readiness, and Customer Service.

Gwen has worked directly with teachers and principals and numerous school sites
in various capacities. She was the president at African American Parent Advisory Council (AAPAC) at Cajon and the District African American Advisory Council (DAAAC) where parent participation was raised by 80 percent.

Gwen's focus is on student success, parent involvement through welcoming environments, authentic parent and student engagement,meaningful and inclusive parent and teacher partnerships, student success, culturally relevant teaching techniques, sound fiscal responsibility, and equity for all students.



Board Member Dr. Barbara FloresBoard Member - Dr. Barbara Flores

Dr. Flores is a scholar, researcher, and professor at California State University, San Bernardino. During her 29-year career, she has gained expertise in several fields, including language, literacy/biliteracy development, and assessment of elementary and secondary academic development. She has worked side by side with teachers, parents, and school administrators to transform low-performing schools into high-performing schools.

Dr. Flores plans to continue her focus on reducing the high school dropout rate; supporting teachers, administrators, and parents so all students can achieve academic success; and creating effective collaborations with community organizations, area community colleges and universities, and other resources, both human and fiscal.



Board Member Michael J. GalloBoard Member - Michael J. Gallo

Michael J. Gallo began his professional career in 1980 as a United States Air Force Officer stationed at the former Norton Air Force Base in San Bernardino, California. Following his military service, Mike joined TRW Ballistic Missiles Division to support the USAF in the development and deployment of the Peacekeeper and Small ICBM Weapon Systems. In 1993, Mike co-founded Kelly Space & Technology, Inc., celebrating over 22 years in business, conducting aerospace research, development and testing at the former Norton Air Force Base.

In 2010, Mike founded Technical Employment Training, Inc., a non-profit business and education partnership, providing intensive skills training where students earn national industry certifications and are placed into high-demand careers.

In November 2011, Mike was elected to the San Bernardino City Unified School District Board of Education where he has served as Board President. He focuses on strengthening SBCUSD schools to inspire, engage and prepare students for success in college and careers.

Mike was also appointed by Governor Brown to the California Workforce Development Board in 2012 where he serves as Chairman of the Career Pathways and Education Committee and member of the Executive Board. Mike is focused on innovation, technology development and aligning Education, Workforce Investment and Economic Development as the passport to prosperity for our communities.



Board Member Dr. Margaret HillBoard Member - Dr. Margaret Hill

Dr. Margaret B. Hill earned a Masters degree in Education and Administration from Cal Sate San Bernardino. In 2011, she was bestowed an honorary doctorate from the University of Redlands.

She began teaching in 1971 at San Bernardino High School. The last 16 years of her District career were spent as the principal of San Andreas High School until her retirement in 2003.

Margaret returned to work at the San Bernardino County Superintendent of Schools office in 2006, where she was assistant superintendent of Administrative Services until her retirement July 2, 2012.

She serves on various organizations and clubs, including the Highland Woman's Club, the National Sorority of Phi Delta Kappa, Inc., San Bernardino Black Culture Foundation, Time for Change Foundation, Sheriff's Department Information Exchange Committee, Kiwanis of Greater San Bernardino and the San Bernardino Police Department Citizen Advisory Group.

Margaret has received local, county, state, and federal awards for her community service.

She recently published her second book, "From Sharecropping to Non-Stopping". Her first book, “It’s All About The Children” is highly acclaimed.



Board Member Danny TillmanBoard Member - Danny Tillman

Mr. Tillman is a Departmental Information Systems Administrator for the San Bernardino County Human Services and has worked for the County for 33 years. He has served the community as a volunteer mentor and tutor for 31 years.

His special interests are:

Board Member Dr. Scott WyattBoard Member - Dr. Scott Wyatt

Dr. Scott Wyatt is the proud father of two children who have attended District schools since kindergarten. As a parent, Scott has volunteered on the District Advisory Committee and served as the PTO president at Richardson PREP HI Middle School from 2010-2011.

Scott has been an educator for almost 20 years. During his career, he has been a teacher, lead teacher, ROP coordinator, principal and Area Director of Student Services. He has worked in K-12 Alternative Education programs, Juvenile Court School Programs, ROP/CTE programs, Special Education programs from pre-school to adult, and supervised the Toyota Learning Center at the LLUMC Children’s Hospital.

In addition, Scott earned his Doctorate degree in Leadership for Education and Social Justice from the University of Redlands, where he also earned an M.A. degree in Education Administration, as well as his Education Administrative Clear Credential. He attended CSUSB, where he earned his B.A. degree in criminal justice, a graduate certificate in education technology, a k-12 Clear Multiple Subject CLAD teaching credential and an Emergency Credential in Mild to Moderate Special Education.

Scott's key areas of focus for the District are:
1) Parent Engagement and Involvement
2) Creating Safe Routes to Schools free from Gangs, Drugs, Bullying, and Human Trafficking
3) Providing comprehensive Mental Health Services for all students
4) Providing school staff with current professional development that is relevant to their classrooms, and
5) Ensuring that all students are prepared to attend college and pursue a career upon graduation
