Board Members

Board of Education members are elected from the School District at large and serve four-year terms of office. Office terms end in December as specified below (unless re-elected in November).

Dr. Gwendolyn Dowdy-Rodgers is 21st century leader, wife, mother, and lifetime resident of San Bernardino, graduate of San Bernardino High School and a proud member of Zeta Phi Beta Sorority Inc. She earned a Doctorate in educational leadership, bachelor’s degree in social work, master’s degree in human resources management and management. This coupled with twenty plus years of experience in business finance has made Dr. Dowdy-Rodgers a well-respected change agent in the community.

Currently, Dr. Dowdy-Rodgers is employed with Uplift Families First as a Community Development Specialists where her primary focus is Civic and Governmental Relations as she resources and advocates on behalf of foster youth families in the community. She is also the President of Arrowhead United Way fighting for Health, Education and Financial Stability and Wellness of every person in the communities they serve.

She serves on numerous boards throughout San Bernardino County including the legislative committee for the California School Board Association and the San Bernardino County Gangs and Drugs.

Dr. Dowdy-Rodgers has served on San Bernardino City Unified School Board since 2014. She has focused on Restorative Practices, PBiS, and other Social Emotional Learning strategies policies and procedures to help students in the San Bernardino School District. Additionally, she continues to ensure that the district is responsive to,  Parent Voice, Community Engagement, Grading Policy, A-G College and Career Readiness Equity for all students in the district.

Additionally, Dr. Dowdy-Rodgers is focusing on social justice issues to close the equity gap through continued diversity, equity and inclusion policies, dual enrollment, biliteracy for all, 100% FAFSA completion, more supports to the academic counseling department, strengthening the campus wellness centers, building on the distance education model and continued student and staff safety.



Board Member Dr. Scott WyattBoard Vice President - Dr. Scott Wyatt

Dr. Scott Wyatt is the proud father of two children who have attended SBCUSD schools. As a parent, Scott has volunteered on the District Advisory Committee and served as the PTO president at Richardson PREP HI Middle School from 2010-2011.

Scott has been an educator for over 20 years. During his career, he has been a teacher, lead teacher, principal and Area Director of Student Services. He has worked in K-12 Alternative Education programs, Juvenile Court School Programs, ROP/CTE programs, Special Education programs, and supervised the Toyota Learning Center at the Loma Linda University Children’s Hospital. Scott serves on numerous committees throughout the county and state. Currently, he serves as the Chair of the San Bernardino Countywide Gangs and Drugs Task Force.

In addition, Scott earned his Doctorate degree in Leadership for Education and Social Justice from the University of Redlands, where he also earned an M.A. degree in Education Administration, as well as his Education Administrative Clear Credential. He attended CSUSB, where he earned his B.A. degree in criminal justice, a graduate certificate in Education Technology, a K-12 Clear Multiple Subject CLAD teaching credential and an Emergency Credential in Mild to Moderate Special Education.

Scott's key areas of focus for the District are:
1) Increasing parent engagement, involvement, and education
2) Creating safe routes to schools free from gangs, drugs, bullying, and human trafficking
3) Providing comprehensive social emotional mental health services for all students
4) Ensuring the needs of our students with disabilities are met with the highest level of care
5) Providing all staff with current professional development that is relevant to their positions, and
6) Ensuring that all students are prepared to attend college and pursue a career upon graduation



Board Member Mayra CeballosBoard Member - Mayra Ceballos

Mayra Ceballos is a parent in the San Bernardino City Unified School District (SBCUSD). She is also an alumna of SBCUSD, having attended Martin Luther King Jr. Middle School and Arroyo Valley High School.

Mayra attended Inland Empire Job Corps, San Bernardino Valley College (SBVC) and UC Riverside, where she earned a Bachelor of Science in Sociology and a Bachelor of Arts in Political Science. Mayra is currently at California State University, San Bernardino completing an Education Specialist degree in school psychology.

Mayra has worked in education for several years, tutoring, mentoring and teaching professional skills and career explorations to high school students. In addition, she has served on a variety of parent advisory committees.

Mayra’s interests revolve around:
  • Fortifying the Multi-Tiered Systems of Support, or the MTSS, process to truly support all students
  • Empowering parents to become informed advocates for their children’s education while becoming allies of their children’s educators
  • Increase the number of students who are college ready as evidenced by A-G achievement and SAT scores.

Board Member Dr. Barbara FloresBoard Member - Dr. Barbara Flores

Dr. Flores is a scholar, researcher, and professor at California State University, San Bernardino. During her 29-year career, she has gained expertise in several fields, including language, literacy/biliteracy development, and assessment of elementary and secondary academic development. She has worked side by side with teachers, parents, and school administrators to transform low-performing schools into high-performing schools.

Dr. Flores plans to continue her focus on reducing the high school dropout rate; supporting teachers, administrators, and parents so all students can achieve academic success; and creating effective collaborations with community organizations, area community colleges and universities, and other resources, both human and fiscal.



Board Member Dr. Margaret HillBoard Member - Dr. Margaret Hill

Dr. Margaret B. Hill earned a Masters degree in Education and Administration from Cal Sate San Bernardino. In 2011, she was bestowed an honorary doctorate from the University of Redlands.

She began teaching in 1971 at San Bernardino High School. The last 16 years of her District career were spent as the principal of San Andreas High School until her retirement in 2003.

Margaret returned to work at the San Bernardino County Superintendent of Schools office in 2006, where she was assistant superintendent of Administrative Services until her retirement July 2, 2012.

She serves on various organizations and clubs, including the Highland Woman's Club, the National Sorority of Phi Delta Kappa, Inc., San Bernardino Black Culture Foundation, Time for Change Foundation, Sheriff's Department Information Exchange Committee, Kiwanis of Greater San Bernardino and the San Bernardino Police Department Citizen Advisory Group.

Margaret has received local, county, state, and federal awards for her community service.

She recently published her second book, "From Sharecropping to Non-Stopping". Her first book, “It’s All About The Children” is highly acclaimed.



Board President Abigail Rosales-Medina

Ms. Abigail Rosales-Medina was elected to the Board in November 2013. Abigail has a long track record of involvement in District schools, starting when her oldest son was in
preschool and continuing today with leadership roles in a variety of parent and civic groups.

Abigail has served on a diverse list of District committees. In addition, she served on the Strategic Planning Team that drafted the District’s Community Engagement Plan.

Ms. Rosales-Medina strongly supports efforts to empower all parents to become more involved in the education of their children. Her goals include increasing the number of District students who graduate from high school prepared to attend a college or university.

Ms. Rosales-Medina enjoys helping her children, Monique, Alex, Samuel, Yarlette, and Christian, excel in school

Mr. Tillman is a Departmental Information Systems Administrator for the San Bernardino County Human Services and has worked for the County for 41 years. He has served the community as a volunteer mentor and tutor for 40 years.
