State and federal laws require the California Department of Education (CDE) to monitor
the implementation of categorical programs operated by local school districts.
This monitoring is accomplished, in part, through the Federal Program Monitoring
(FPM) process. The purpose of FPM is to monitor local districts for compliance
with requirements for each categorical program, including fiscal requirements.
FPM is a combination of data and document review of categorical programs
administered by local school districts. Districts are monitored with an every other
year cycle. The first year consists of data, document reviews, and site visits. During
the second review it is just a data and document review with evidence uploaded to the
State's CAIS system. Reviews are by state staff knowledgeable in one or more of those
programs. The San Bernardino City Unified School District's FPM review will be from
November 12-22, 2013.
